I think you should never tweet ever because it's a rather pointless activity. Why does anyone need to know what everyone else is doing every second of every day.
I did join twitter one time as part of the project for awesome. The actual project part of it, to make a video promoting a charity of your choice, was indeed awesome, however the Twitter part of it seemed verry much the same as twitter does normally, a pointless chain of random posts that have no real value or meaning to anyone's life other than the person who made the post in the first place.
Basically even though it was suppose to be for charity, I don't really see how a bunch of people posting the most boring mundane tasks of every day life could possibly help any charity.

Or just have fun. After all chilling out isn't pointless at all. You can also do that with FaceBook, MySpace, YouTube, and any other web site on the internet and other sites are far more useful for that sort of thing mainly because other sites unlike Twitter, do not encourage spamming useless trivial tasks that no one cares about. More to the point, did you know there's a device for dogs that tweets everything the dog is doing at any given moment. I think other sites realize that no one wants to see multiple posts from a dog saying "I'm drinking out of the toilet now." Twitter encourages this kind of useless posting while other web sites discourage that sort of thing. Thus Twitter is evil. I think Twitter is run by, and is the creator of, internet trolls.

I used to work at a tech support company for internet connections. I once had this call with this woman that supposedly was following my instructions, but after half of the call had gone by I heard the toilet flush and lost all hope for humanity...

I say go for it. I like to be up to date on my friend's bodily functions. =D
As far as Twitter being pointless, it depends on how you use it. I mean yeah, a lot of preteens posting about how they're doing activity A then activity B then picking their nose and moving from their chair to their bed and breathing...that's pointless. Then again, people like the Dalai Llama have Twitter accounts and post profound quotes or insights that lead to a lot of self-reflection and spur amazing thoughts.
