The ideas I've seen here that seem good are: - Have a cameraman.
- A stand with sign.
- In public place with fair amount of people.
- Keep compliments laid back ("have a nice day" rather than "you look pretty young misses")
Basically, you want people to be wanting to approach you, not the other way round.

I believe the best way to go about this task would be to first find a suitable location (as many have said, somewhere with lots of people). Next, find out what steps need to be taken to prevent yourself from being shut down or arrested, then take those steps. Make sure you have plenty of cookies (maybe make a variety like sugar, peanut butter, chocolate chip, etc). Set up a stand in the decided location on the day of the task with a large, noticeable sign (do not include the fact that they will be complimented in the sign, surprise them with it, it will make them feel even better). Lastly, something that has been said before, have a cameraman with you to film either instead of or with you.

Wear a cookie costume while passing them out. (legit. not trollin', but if i saw a guy in a cookie costume handing out cookies i'd totally take one. mmmmcookies)

I say dont ask them, just film. Then just edit it out if they reject you. So you dont have to explain anything.
Dan(While holding camera or someone else is):Want a cookie? Person: Sure! Dan: Youre awesome.
OR
Dan:Want a cookie. Person: No thanks. Dan:All well.

Tips?: I wouldn't really ask them if they wanna be filmed or not. Just go up to them with a camera and if they object apologize and keep going. Be in a more populated place so if someone reject you, you can quickly move onto the next person and not awkwardly walk away. Maybe have like a sign on the tray of your cookie plate that says something like HAVE A NICE DAY or something.. And maybe someone could be recording from a distance along with you recording. ^^ this I thought of a few points... then saw that someone else had mentioned all of them. xD

easaiest way possible, tell them that ewe r frum (local cookie company) and want them 2 try a new recipe of chocolate chip cookies (Might be already stated, i dont know)

Public place with people who are willing to give some of their time. Professional set-up (sign/stand, cookies on a neat tray, maybe even wear businessy attire).
Super extra bonus kudos points if you have cosmic-shaped cookies. Taking a bite out of a Snickerdoodle Saturn would be totally awesome.

I think connecting as quick as you can with a local charity than setting up a table with a sign that has the charity symbol Dan 3.0 logo and Youtube's logo if they will let you use it would be better. Have a "tip jar" if people want to donate something, technically its still free and less creppy.
