FMA:B isn't a bad show for someone to start with, as it's very action packed and has a good amount of western influence, IMO. Add that it's my favorite anime and my vote goes there. The awesome upside of this choice is that Dan can watch every episode for free at Hulu if he ends up doing this. The only question is if Dan will prefer subbed or dubbed? >_< I prefer dubbed myself but currently FMA:B is only available in the English dub up to episode 26, there are about 52 episodes available in Japan.

I have to agree that as much as I like anime series, there really isn't a point to this task. I don't really see anime as a great introduction to Japanese culture.
But I'll suggest an alternative similar to the proposed task. How about instead of watching a whole anime series, have Dan watch a film, like maybe a Miyazaki film (Spirited Away, Howl's Moving Castle, etc)? (Or I once saw this one anime film called 5 Centimeters per Second, which was really good and I highly recommend, but it's about a long distance relationship and might make Dan feel pretty bummed.) That way less time is spent on trying to finish a whole long series, and it will give Dan just a little taste and maybe interest him in exploring anime that he would enjoy himself.
