I suggest you try the thing I'm doing with my Everyone's Birthday project (Link in my sig). On the day the signups close, send a PM to everyone who volunteered asking for them to reply to confirm they're still active and still want to be in a triad. Then after a few days make the new triads with the list of people who confirmed. I dunno if that's gonna work, but it'd probably minimise inactives.

I know that I won't be running the next round of triads, so current triad members, take note of this idea!
