Does the order of the colors reflect the order of who moves first? (It's like chess it matters cause they have the initiative but the latter players have a tactical advantage)

all battles are resolved from left-to-right, in the order of type (border clashes, mass invasions, invasions, spoils of war, surge attacks). the list of colors was the order of sign-up. (and in the PM it was what the d12 rolls gave me, for increased random territory spread)
