I will give up mine, but can we suspect someone while giving it up? I assume you mean accuse. Anyway you can, but they you'll lose 2 black marks. Anyway, I can see you are struggling so I'll give you a hint. The order of the symbols under the full list of letters is irrelivent to what english letters they represent (I put them in random order.) Also the repeat was a mess up on my part, assume their is only one rather than two.

Ok, i'll volunteer also. THIS IS HARD! We already got 3 so helmet is doesn't have to give up a blackmark. Anyway, here is half of the key: Ignore the black spaces (they where symbols I considered using, but decided against). Black marks have been given to Tyme4aNewDay, awsomeness122, and pjpinc123

kill is not in the set - assuming a simple cryptograph - K, I, & L have all been given to us, as has D,I, and E: if we decode the all of the letters and there is a random cipher to decode then the assasinator should have given more clues for 3 black marks, so I doubt that we should be looking for the words KILL or DIE

By replacing all of the spaces with symbols that help to represent how often letters repeat themselves we get:

and removing the space between lines we get...
B1EL%D!GHB32I1I*EA6^255D644932L787CJ632E
note that there are lots of 3-2 pairs so 3 and 2 are probably letters that go together often, but 2 can stand alone without a problem. 5 and 4 double up - but they could still be part of different words.

ugh i dont get any of these theres so many possibilitys, they must be letters somehow but i cant work out if were supposed to use maths, or if the translate to letters of the alphabet, or if its to do with the order or whatever -.- i suck at these =P
