I personally think that the Music is the most important part in a song. For example, there are a whole bunch of Bands that play music only instrumental, (Blue Man Group, Stomp, etc.) And they are quite successful both by musical terms and by common ratings.

The music is more important to the song itself, but at the same time, vocals are simply an instrument.
The band Sigur Rós sometimes sings in no specific language at all, and yet the effect is still the same. Lyrics are not necessary.
However, if there are lyrics, then they may make up a very important part of the song, so they are still important.

Without music, a song is a poem or a tale (or whatever really), but without lyrics it can still be music. I know one can still sing without instruments, and in that I agree with the above comment in that vocals are an instrument, when one sings, one's voice becomes one instrument more to make the music, so I'd say you're still using music and not only lyrics. So in general, lyrics are not absolutely necessary to get music. But still, lyrics can be very important, it gives the song a theme, and sometimes it gives the listener something to identify with. So I guess it depends on the song, the style, the lyrics, the music and/or the listener.
