So for Student Council at my school, we need to come up with creative and outside-of-the-box ideas for a fundraiser. It has to be possible on a student council budget, but any creative ideas are welcome! I need ideas ASAP! Stuff like carwash has already been done.

Sell chocolate bars? Make a fair? No idea.
Wait! I almost forgot. Last year they did this weird thing in my school.
The people who were raising the funds that time "auctioned" themselves in school, and whoever "bought" them had the right to have them do whatever they want for them (twss, but no, that wasn't in the deal), like carrying their books, doing their homework, taking notes for them, or whatever you can think of for the rest of the schoolday.
Surprisingly, people actually did pay a decent amount of dough per person (from $20 onwards).
You could try that. :]

Make a Human vs Zombie game in the entire school, inscription fee would be of X$ (you define X based on cost + profit margin). This fee would include the bandanas (for identifying humans or zombies), and the "guns". The game could last about a week. Check humansvszombies.org/ if you don't know what it is.

My school does wine tastings. Get a variety of wines, then accompany them with cheeses and live music. Charge an admission fee (My school charges $20 and we're incredibly successful) or sell tickets, then sit back and relax. The events at my school are incredibly social and generate good profits.

You could have a 50:50 raffle. The prize for the winner is 50% of the money raised. Then you keep the rest. I never did it but.. could work.
Another thing I did was got a big jar of sweets and got people to buy guesses of how much it weighed. Most people have you guess how many sweets are in the jar but it didn't say it on the jar and I didn't want to count them >.< But yeah, that'd prob be a good seller around a high school.
Don't forget sponsorship as well. There's an infinite number of things people will sponsor you to do. I had a LAN Party a few weeks ago and got people to get sponsored to do games marathons. Got a good bit of cash for it! (And they got a free meal out of it =P). But yeah, stuff like sponsored silences, sponsored walks, sponsored pie-throwing... anything really, works well.
Oo, table quizzes are fun too =D
