Anyone is free to unofficially start a triad as long as they are aware that they won't be part of the mentoring and training that official triads participate in.
We may in the near future create a new forum section for unofficial/independant triad projects/discussion.

dude...go for it! youre showing good initiative and i wish you the best of luck I can't believe I am saying this, but I FULLY agree with bomb. Projects should be started independently when there is interest. However I believe you should have posted this in the projects section and not the triads section. You might get more people there. Also triads need to be official for some strange reason...
