How do you get a person that doesn't have much to talk about to be more involved in this thing and help that person open up to the idea of creating and sharing ideas?
PS: This person DOES want to be more involved but needs a little guidance.

Avoid open-ended or yes-or-no questions. Ask guiding questions that require specific answers regarding the ideas you'd like to discuss, and be very careful not to say or do anything that might be construed as judgmental. On the contrary, they need encouragement, so don't be afraid to express how you appreciate a given answer, and ask more questions to get them to expound on something they've said.
A particularly vague example:
You: What do you think of (situation a)? Friend: I think it's a bad thing. You: That's interesting. Why do you think that? Friend: Because of (b). You: I hadn't thought of it that way. What do you think would be better?
And so on, and so forth. I hope this was a little bit helpful.
